This written report is being submitted in response to the Rio Blanco Water Conservancy District (District) May 16, 2019 reply to the State Engineer and Division Engineer’s (Engineers) Additional Written Report dated October 4, 2018 (referred to herein as “Reply”) and a meeting between Rio Blanco Water Conservancy District and me on July 16, 2019.
